The Commission des Relations du Travail had to decide if an employee in charge of the strategies of the Agence Métropolitaine de Transport (AMT) could act as both a city counselor and chief of its party in the City of Montreal. Notwistanding the Charter of Human Rights and Freedom which protects the right for individuals to work and to occupy an elective position, Mtre Raymond L'Abbé succesfully argued before the Commission that there was a conflict of interest, or at least, the apparence thereof. The role of the municipal counselor is to represent the citizens, as oppose to the more regional role of the AMT.
